Deutéronome 15.11

Car il y aura toujours des pauvres dans le pays ; c'est pourquoi je te fais ce commandement, et je te dis : Ne manque point d'ouvrir ta main à ton frère affligé et pauvre dans ton pays.

Il ne manquera jamais de pauvres... Le verset 4, qui semble contredire celui-ci, parlait de ce qui devrait être. Il s'agit ici de l'état de fait.
