Phul, roi d'Assyrie. C'est ici la première intervention expressément mentionnée d'un souverain assyrien dans l'histoire israélite. Nous avons vu que Jéhu avait déjà subi les coups d'un des prédécesseurs de ce terrible conquérant, Salmanasar II. Bien des raisons portent à identifier ce Phul avec le Tiglath-Piléser dont il est parlé verset 29 et 16.7-10, lors même que dans 1Chroniques 5.26 ces deux noms figurent à côté l'un de l'autre comme ceux de deux rois différents. Le palais de ce roi a été retrouvé à Calach, l'un des quartiers de l'immense Ninive. Les inscriptions assyriennes placent à Calach la révolte par laquelle fut renversé le roi précédent. Phul était vraisemblablement un usurpateur ; le nom de son père n'est jamais indiqué. Son nom assyrien était Pûlu ; arrivé au pouvoir, il paraît avoir conservé ce nom en sa qualité de roi de Babylone et. avoir pris, à l'exemple d'un souverain plus ancien, celui de Tiglath-Piléser en qualité de roi de Ninive. Ce nom (proprement Tukulti-pal-esara) signifie : Mon secours est le fils d'Esara, ou Adar (le dieu de la guerre et de la chasse chez les Assyriens). D'après les inscriptions retrouvées à Calach il commença par prendre Babylone, puis il se dirigea vers l'occident et soumit les petits rois de Syrie et de Phénicie (Hiram de Tyr, Retsin de Damas, etc.). L'année suivante, ces rois, qui avaient payé le tribut l'année précédente, se soulevèrent. Cette fois, Azaria de Juda était à la tête de la coalition ; mais ils furent battus. Au nombre des rois définitivement assujettis au tribut, Phul, dans son inscription, mentionne Retsin de Syrie, Ménahem de Samarie, Hiram de Tyr, Eniel de Hamath. Il est singulier qu'Azaria ou Ozias de Jérusalem ne soit pas nommé. On pourrait être tenté de le trouver dans les noms Urimmi de Husinna, Ursalimmi étant en assyrien le nom ordinaire de Jérusalem, et Ozias ou Azaria n'étant pas très différent de Husinna. Il faudrait admettre seulement une inexactitude dans l'inscription qui aurait confondu le nom du roi avec celui de la capitale. Nous retrouverons Phul dans le cours de notre histoire, lorsqu'un peu plus tard Achaz l'appellera à son secours contre les rois d'Israël et de Syrie coalisés contre lui (Esaïe 7.1-2).

Mille talents d'argent : environ 50 tonnes d'argent. Ce tribut énorme ne fut probablement payé à Phul qu'à un temps beaucoup plus avancé. D'après l'inscription que nous venons de citer, les rois voisins d'Israël avaient formé une confédération et refusé de payer le tribut auquel ils avaient été assujettis. Ménahem s'était probablement joint à eux, et pour détourner la colère du roi après leur défaite, il lui paya cette somme.
