Aux gens inscrits dans les registres généalogiques antéexiliques et comprenant tout Israël (les douze tribus), le verset 2 oppose les premiers habitants qui s'établirent après l'exil dans le territoire de Juda. C'est le seul sens possible après la remarque verset 1 : Juda fut emmené captif à Babylone ; il faut donc rejeter l'opinion qui voit dans ces premiers habitants les habitants antérieurs à l'exil. Nous avons du reste dans la fin du verset une manière tout à fait postexilique de désigner les différentes parties du peuple. Le verset 2 (voir verset 3) ne parle pas des habitants de Jérusalem, mais des habitants de la province.Leurs villes : les Israélites sont le peuple en général, nous dirions les laïcs ; puis viennent trois catégories de membres du clergé : les prêtres, les Lévites (y compris les chantres et les portiers) et les Néthiniens. Sur les Néthiniens, chargés probablement des fonctions subalternes dans le service du sanctuaire, voir Esdras 8.17-20 ; Néhémie 10.28 ; 11.21. Ils sont placés sur le même rang que les fils des serviteurs de Salomon, mentionnés à côté d'eux dans le passage parallèle Néhémie 11.3 (comparez Esdras 2.58 ; Néhémie 7.60) ; on les identifie généralement avec les Gabaonites mentionnés Josué 9.27, mais leur nom n'apparaît pas avant l'exil, quoiqu'ils soient spécialement mentionnés parmi les gens qui revinrent de la captivité. Donc ils ont dû partir pour l'exil en qualité de Néthiniens. C'est leur retour qui leur a donné de l'importance et qui a tiré leur caste de l'obscurité où elle était auparavant plongée.
