Celui-ci a entendu le signal. Il est parti de Babylone ; il arrive à la bifurcation des chemins qui conduisent, l'un à droite, dans la direction de Jérusalem, l'autre à gauche, vers le pays des Ammonites, qui a aussi provoqué sa colère ; par lequel des deux coupables commencera-t-il ? Il hésite. Il fait venir ses devins. Les présages décident pour Jérusalem ; elle sera frappée la première, mais non pour toujours (verset 32). Après cela viendra le tour d'Ammon (versets 33 à 37).En associant ainsi Ammon à Juda, le prophète a sans doute une double intention ; il veut, d'un côté, montrer par l'égalité du châtiment l'impartialité de la justice divine ; et de l'autre, en ne promettant à Ammon aucun relèvement (verset 37), faire ressortir par ce contraste la fidélité de Dieu à son alliance avec Juda.
