L'emploi du sort n'est prescrit par la loi qu'à propos d'un seul cas (Nombres 5.12-31). Il s'agit donc ici de l'usage populaire du sort, qui semble avoir été assez répandu en Israël. L'auteur veut dire que, même dans les cas qui semblent le moins réclamer l'intervention divine, c'est pourtant Dieu qui dirige le sort.

Les replis de la robe, littéralement : le sein, la partie du corps sur laquelle les vêtements font des plis (6.27 ; Esaïe 40.11) où l'on pouvait cacher l'objet, le jeton qui servait à tirer au sort.

Toute décision, littéralement : Toute sa décision (du sort). Point donc de hasard. Dieu préside à tout ce qui concerne la vie de ses créatures.
