C'est d'après les intentions qu'il faut juger de la bonté véritable, de la miséricorde d'un l'homme. Celui qui désire réellement d'aider à son prochain, agira selon ses moyens ; si même il ne peut pas faire grand chose, il n'en est pas moins dans la catégorie des miséricordieux. Tel autre, bien que comblé des biens de la terre, se contentera de donner de belles assurances et de bonnes paroles, et ne fera rien. C'est un menteur : il n'avait pas vraiment le désir de faire du bien à son prochain.

Le second membre aide à déterminer le sens de cette maxime en mettant en opposition le pauvre (qui a peu de ressources matérielles mais qui, malgré cela, peut être doué d'un cœur compatissant) et le menteur (qui pourrait faire du bien, mais qui ne le désire vraiment pas et qui paie de promesses trompeuses).
