12 à 19 Le ton devient celui d'une prédication adressée à tous les peuples. Partout il y a des opprimés et des oppresseurs. De Sion, l'Eternel exercera partout sa justice.

12 à 15 Encouragement adressé aux misérables.

Qui habite en Sion. David n'ignore pas que la vraie résidence de l'Eternel est dans les hauts lieux (Psaumes 7.8). Mais il a plu à Dieu de choisir Sion comme le lieu terrestre d'où sa gloire doit rayonner sur tous les peuples. Comparez Psaumes 18.50.
