Celui qui reprend. Le raisonnement du verset 9 est poussé plus avant. Non seulement Dieu entend et voit, mais chacun peut constater qu'après avoir entendu, il reprend. Quelques-uns traduisent reprend par châtie : Celui qui exerce parfois de terribles châtiments sur des nations, comme ce fut le cas, par exemple, à l'égard des Cananéens, ne punirait-il pas ceux qui maintenant font le mal ? Mais la seconde partie du verset (Lui qui donne...) montre qu'il s'agit ici d'une action permanente de, Dieu, celle qu'il exerce en la conscience de tout homme (Romains 2.14-15). Ce jugement intérieur est le prélude du châtiment qui atteindra infailliblement les coupables. Et Dieu exerce cette répréhension sur les nations, sur les païens mêmes ; comment donc ne punirait-il pas les membres de son peuple qui font le mal ? Tout ce passage est très remarquable, tout d'abord comme raisonnement, aussi simple qu'irréfutable puis comme indice d'un travail profond de réflexion et d'une connaissance généralement admise en Israël, à cette époque, de l'action universelle de l'Eternel au sein de l'humanité.

Lui qui donne l'intelligence, proprement : lui qui enseigne la connaissance, le discernement du bien et du mal, la vraie appréciation des choses, qui n'existerait pas sans un enseignement intérieur.
