Ces paroles s'adressent au peuple d'Israël rassemblé à la suite de sa dispersion (comparez verset 14 la fille de Sion). L'Eternel le purifiera de tout péché et le sanctifiera.

Tu n'auras plus à rougir..., tant le pardon de ton Dieu sera complet.

Ceux qui se réjouissent insolemment : les chefs, prophètes et sacrificateurs coupables dont il a été parlé aux versets 3 et 4. L'état de choses précédent aura entièrement disparu.
