Après avoir rappelé la puissance de Rome, (verset 15) l'ange annonce sa ruine : elle aura pour auteurs les dix cornes et la bête, c'est-à-dire les dix gouverneurs qui se sont conjurés pour faire Domitien empereur, et qui marcheront avec lui contre Rome. Ils la réduiront en désert, (comparez verset 3, 1re note) et la consumeront par le feu, renouvelant, en l'aggravant, l'exploit de Néron, qui avait incendié sa capitale.
