Le peuple : Israël. L'invasion assyrienne est comparée aux flots bruyants et débordés d'une mer en tumulte.

La fin du verset est difficile. Le sens est probablement celui-ci : dans le pays il n'y a partout qu'obscurité ; si on regarde vers la terre, ténèbres ; et si on regarde vers le ciel (la source de la lumière), sombres nuages. Cette obscurité est l'image d'une angoisse universelle et en apparence sans issue. Comparez 8.22.
