Ces mots s'adressent, comme ce qui précède versets 12 à 15, à Israël, c'est-à-dire à la partie fidèle du peuple, qui a dans son cœur la loi de l'Eternel (verset 7) et à laquelle Dieu dit, 59.21 : Mes paroles que j'ai mises dans ta bouche, ne cesseront point d'être dans ta bouche et dans celle de tes enfants et des enfants de tes enfants... L'Israël fidèle doit être l'évangéliste de Jéhova auprès des Gentils ; Dieu lui promet la même protection qu'au Messie (49.2). Si la tête est protégée, tout le corps l'est aussi.

Pour planter des cieux et fonder une terre. Au verset 13, Israël a été exhorté à ne pas craindre, parce qu'il a pour Dieu celui qui a étendu les cieux et fondé la terre. Ici, pour l'engager à croire à la protection qu'il vient de lui promettre, Dieu lui dévoile le but magnifique en vue duquel il accomplit toute son œuvre de grâce envers lui : la création de nouveaux cieux et d'une nouvelle terre (comparez verset 6 ; 65.17) ; car le théâtre du règne parfait de la volonté de Dieu doit être une nature renouvelée (11.6-9). Le but étant si grand, Dieu ne permettra pas que les moyens manquent pour l'atteindre. Esaïe dit : planter les cieux, parce qu'il les compare à une tente, dont on enfonce les pieux dans le sol (le verbe nata renferme de plus un jeu de mots ; car selon qu'on l'écrit, il signifie planter, comme ici, ou étendre, comme au verset 13) ; et : fonder la terre, parce qu'il la compare à une maison (24.18-20).
