Le jour de la chute de Babel est aussi celui de la restauration de Sion. C'est le prophète qui parle ici, s'adressant à l'Israël de la captivité ; comme Esaïe dans sa seconde partie (chapitres 40 à 66), il anticipe les temps de l'exil (voir plus haut verset 8).

Le décret sera retiré : annulé, littéralement : éloigné. On a entendu quelquefois par ce décret les frontières d'Israël, qui seront reculées pour faire place à un peuple nombreux, ou la loi mosaïque, qui sera remplacée par une loi supérieure. Le sens est selon nous beaucoup plus simple : il s'agit du décret divin qui a envoyé Israël en exil et qui sera retiré le jour où Dieu, se souvenant de ses promesses, lui rouvrira les portes de sa patrie.
