Le document dont il s'agit, n'est nullement identique, quoiqu'il soit désigné en hébreu par le même terme (mischpath) avec le discours dans lequel Samuel avait décrit, 8.9, la manière d'agir des roi s futurs. Il s'agit sans doute ici d'un écrit dans lequel Samuel avait développé les principes posés Deutéronome 17.14-20 et défini plus exactement les relations normales entre le roi et le peuple.

Devant l'Eternel : soit dans le Tabernacle à Silo ou à Nob, soit devant l'arche à Kirjath-Jéarim.
