On ne saurait prier "pour tous les hommes" sans le faire spécialement pour ceux qui les gouvernent, et desquels dépend dans une si grande mesure le bonheur ou le malheur de tous.

L'ordre extérieur, maintenu par les autorités, est un bienfait de Dieu ; c'est le seul moyen de mener une vie paisible et tranquille et le chrétien doit apprécier hautement ce bien. Il doit prier pour ceux qui le dispensent, alors même qu'ils ne lui paraîtraient que fort peu dignes de son intérêt, ce qui était bien le cas des autorités païennes du temps de l'apôtre. Au reste, il est évident que le premier objet de ces prières pour les rois et ceux qui sont en dignité, doit être leur conversion à Dieu (1Timothée 2.4)
