L'Achaïe était le nom d'une province romaine qui comprenait toute la Grèce, avec le Peloponèse.

Le proconsul, ou gouverneur de cette province, résidait à Corinthe.

Gallion était alors revêtu de cette dignité ; il était frère du philosophe Sénèque, qui lui dédia deux de ses principaux ouvrages, et qui le loue pour la douceur de son caractère.

Il s'appelait proprement Marcus Annaeus Novatus, et le nom de Gallion lui venait du rhéteur Junius Gallion qui l'avait adopté. Il fut plus tard mis à mort par Néron, ainsi que Sénèque, son frère.

Paul était sur le point de montrer aux autorités qu'il n'avait pas enseigné aux hommes d’adorer Dieu de façon contraire à la loi ; mais Gallion, le proconsul, rejeta la plainte des Juifs, sous prétexte que cette affaire n’entrait pas dans le cadre de sa fonction. Gallion avait raison de laisser les Juifs livrés à eux-mêmes, quant aux problèmes relatifs à leur religion, mais il ne devait cependant pas leur permettre pour autant, de persécuter qui que ce soit à ce sujet. Ce proconsul avait tort de parler avec légèreté d'une loi et d'une religion qu'il aurait pu reconnaître comme étant de Dieu, et qui l'auraient certainement concerné.

La manière dont Dieu doit être adoré, le fait de savoir si Jésus est véritablement le Messie et la véracité de l'Évangile, la révélation divine, ne doivent pas être l’objet de vaines polémiques ; cet ensemble de pensées est de la plus haute importance.

Gallion a semblé être fier de son ignorance des Écritures, comme si la loi de Dieu n'était pas digne de son intérêt. Ce proconsul ne s'est préoccupé d'aucun de ces sujets. S'il ne s'est pas soucié des affronts des Juifs religieux, prodigués à l’égard de Paul, il était louable ; mais en se désintéressant des abus subis injustement par l’apôtre, son indifférence était alors coupable.

Ceux qui constatent les souffrances du peuple de Dieu, sans en ressentir ni pitié, ni de préoccupation, et qui ne prient pas pour ce sujet, ont le même esprit que Gallion : il a négligé tous ces points...
