Comme Salman... :. Une inscription assyrienne due au roi Tiglath-Piléser mentionne un roi moabite du nom de Salmanou parmi les princes qui devaient le tribut ; or, Tiglath-Piléser étant contemporain de Ménahem d'Israël (si on l'identifie, comme on le fait généralement, avec Phul, 2Rois 15.19 ; 1Chroniques 5.26), et Osée ayant vécu sous Ménahem, il est fort, possible que le prophète fasse allusion à une incursion de ce chef moabite, dans laquelle il aurait pillé et détruit la ville d'Arbel. Mais peut-être aussi le nom de Salman désigne-t-il un des nombreux rois d'Assyrie qui ont porté le nom de Salmanasar ; et, dans ce cas, il serait naturel de penser à Salmanasar IV, qui commença le siège de Samarie achevé par Sargon, siège qui mit fin à l'existence du royaume des dix tribus.

Beth-Arbel. Il y avait deux villes de ce nom en Galilée ; mais il est plus probable que ce nom désigne ici la Beth-Arbel située au passage du Jourdain, près de Pella en Galaad. Elle aurait été détruite au moment où Salmanasar envahissait le pays. S'il en est ainsi, l'événement rappelé par Osée aurait été tout récent et faisait présager ce qui allait arriver à la capitale. Les menaces des chapitres 8 à 10 seraient ainsi d'autant plus saisissantes qu'elles auraient été prononcées à la veille de la catastrophe finale
