Il ne faiblira ni ne sera abattu, littéralement : il ne sera ni éteint ni froissé ; expressions évidemment suggérées par celles du verset 3. Sa douceur ne sera pas de la faiblesse. Il aura la persévérance, la patience, cette force des faibles, et il poursuivra son œuvre sans défaillance jusqu'à ce qu'il l'ait achevée.

Les îles (40.15) se confieront en sa loi. Il donnera une loi qui sera la sienne, une loi nouvelle ; c'est dire qu'il sera le fondateur d'une nouvelle alliance, qui remplacera celle du Sinaï ; voir verset 6 ; Jérémie 31.31-33 ; cette loi nouvelle remplira l'attente du monde païen (2.3). Ces traits ne peuvent pas plus s'appliquer à Israël qu'à un prophète ou à un roi ordinaire.

La description versets 1 à 4 a une couleur bien différente de la plupart des tableaux que trace la prophétie de l'œuvre du Messie. Au chapitre 9, le Messie est un nouveau David ; au chapitre 11, un prince juste et doux, un Ezéchias. Ici, il n'est plus roi, ou, s'il le devient, c'est uniquement par la puissance de l'amour. Ce n'est pas davantage un prophète ; car il ne prêche pas au peuple rassemblé dans le temple ou sur la place publique. Le personnage ici dépeint n'as pas d'analogue dans l'histoire théocratique. Israël n'avait pas vu encore un homme tel que celui-là. C'est un type nouveau qui apparaît.
