Le prophète invite Israël à faire ce qu'il n'a pas voulu jusqu'ici, c'est-à-dire rendre témoignage à la fidélité avec laquelle Dieu a accompli ses anciennes promesses (comparez le vous êtes mes témoins43.12). Ils ne pourront alors se dispenser de croire aussi aux choses nouvelles qu'il annonce maintenant. Ces choses nouvelles se rapportent à Cyrus, à la délivrance dont il est l'instrument et à toute l'œuvre messianique que doit inaugurer cette délivrance. Tout cela était inconnu jusqu'au moment où le prophète l'annonce. Ces prophéties sont vraiment nouvelles, par les perspectives qu'elles ouvrent sur l'histoire du règne de Dieu : le retour de Babylone est le commencement d'une nouvelle existence nationale pour Israël ; c'est comme une seconde sortie d'Egypte.
