Cette manifestation de Dieu est rendue nécessaire par le péché d'Israël.

Jacob et Israël sont dans ce verset synonymes et désignent le peuple dans son ensemble. Dans la fin du verset, Jacob, opposé à Juda, désigne, comme souvent, plus spécialement le royaume des dix tribus.

Quelle est... ? Quels sont... ? Le péché d'Israël se concentre en Samarie et celui de Juda en Jérusalem. C'est de ces deux foyers que ce double péché s'est répandu comme une peste dans tout le pays (Osée 6.10) ; c'est de la résidence et des rois que partirent constamment dans les deux royaumes les influences idolâtres. Jéroboam institua le culte des veaux d'or (1Rois 12.28 ; 14.16) ; Omri, le fondateur de Samarie, suivit la même mauvaise voie ; son fils Achab introduisit le culte de Baal et construisit à ce dieu un temple à Samarie (1 Rois 16.24-26,31-33) ; Jéhu se borna à rétablir l'état de choses institué par Jéroboam (2Rois 10.29,31). En Juda, les meilleurs rois, à l'exception d'Ezéchias, n'osèrent supprimer les hauts-lieux du pays (2Rois 15.17-18 ; 18.4) ; Joas favorisa, Amatsia pratiqua même l'idolâtrie (2Chroniques 24.17-18 ; 25.14), et Achaz donna ouvertement l'exemple du paganisme le plus grossier (2Rois 16.3-4).

Le terme de rébellion, par lequel est désigné le péché des dix tribus, a une signification à la fois politique et religieuse : il désigne l'institution du culte du veau d'or et la défection du sceptre de David. Dans la fin du verset, le prophète, au lieu d'employer, comme dans la phrase précédente, un terme général, le péché, donne immédiatement au péché son nom concret. Ce péché se réalise, revêt une forme matérielle dans les hauts-lieux. Le péché de Juda, ce sont ses hauts-lieux, où l'on célèbre des cérémonies idolâtres et dont Jérusalem, la montagne de l'Eternel, est devenue le principal dans ce royaume.
