On pourrait ponctuer après le mot l'Eternel, en faisant de sur Israël le titre de tout ce qui va suivre ; mais il est plus naturel de faire dépendre ces derniers mots des précédents. Comparez 9.1. Ce titre annonce, une révélation de Jéhova sur Israël, qui a le caractère d'une sentence.

Sur Israël. Nous avons vu, 11.14, que le prophète applique le nom d'Israël à la masse de la nation qui a repoussé le Messie venu pour la sauver.

Ainsi parle l'Eternel. En commençant par rappeler que Dieu est l'auteur de toutes choses aux cieux et sur la terre et qu'il a, en particulier, donné à l'homme son souffle de vie, le prophète fait comprendre que tous les événements de l'histoire sont sous sa direction et que ses plans relatifs à l'avenir le plus lointain doivent nécessairement s'exécuter.

Nous trouvons dans ce texte une prédiction divine, qui sera très lourde à supporter, par tous les ennemis de l'Église. Israël sera fortifié et béni. Cette prophétie annonce que Dieu rendra insensés les dirigeants de cette terre, et qu’Il affaiblira le courage des ennemis d’Israël et de l'église.

Ce texte ne donne guère de détails vraiment précis, mais Dieu commence souvent, dans Ses jugements, par s’adresser aux pauvres et aux méprisés ; et en ce jour particulier, même les plus faibles ressembleront au roi David et se distingueront par le même courage et la même bonté.

Il est vraiment souhaitable que le témoignage et le labeur des chrétiens puissent embraser les âmes, telle une torche dans un gerbe de paille, afin de répandre la « bonne nouvelle » de l'Amour divin et enseigner l’exercice de la piété.
