Deux circonstances rendent la victoire facile : ces peuples sont sans défiance et sans crainte ; ils ne s'occupent que de leurs troupeaux et de leur commerce et ne se mêlent point des querelles de leurs voisins. Puis ils n'ont pas de villes fortes avec portes et barres.
