Rétabli, Israël devient pour tous les peuples un foyer d'attraction.

On viendra, non reviendra : il s'agit non pas des Juifs revenant de l'exil, mais des païens venant en foule se joindre à eux (4.1-2).

Parmi ces païens, le prophète mentionne les deux peuples de son temps les plus puissants et les plus dangereux pour Israël : l'Assyrie et l'Egypte. Comparez la prophétie tout à fait parallèle de la conversion de l'Egypte et de l'Assyrie dans Esaïe chapitre 19.

L'Egypte est désignée ici par le nom poétique de. Matsor, forteresse, qui rappelle son nom biblique de Mitsraïm. Les villes d'Egypte, spécialement mentionnées, sont les nombreuses cités des bords du Nil qui formaient l'un des traits en caractéristiques de ce pays d'antique civilisation (même mention Esaïe 19.18).

Le fleuve : l'Euphrate, (Esaïe 7.20 ; 8.7, etc.), au-delà duquel se trouvait l'Assyrie.

Les expressions vagues de la fin du verset : d'une mer à l'autre et d'une montagne à l'autre, généralisent la pensée : on viendra de tous les points de l'horizon, du nord et du midi, de l'orient et de l'occident, c'est-à-dire de toute la terre. Si l'on veut déterminer davantage les directions indiquées, il faut voir dans les deux mers la Méditerranée et le golfe Persique (ouest et est) et dans les deux montagnes le Sinaï et le Liban (sud et nord ).
