10 et 11 Deux maximes relatives à l'influence du juste ou du méchant sur la société qui l'entoure.

Comparez 28.12 ; 29.2. La prospérité des gens de bien est une source de richesse et de développement matériel et moral pour la ville. Mais on ne respire à l'aise que lorsque disparaissent les méchants. Quand ils ont la haute main dans les affaires publiques, leurs procédés arbitraires et immoraux, le mauvais exemple qu'ils donnent sont une source de déconsidération et de ruine.

On a dit que cette maxime parlant de la ville comme du siège de la vie nationale trahit une époque postérieure à celle de Salomon. Mais cette ville n'est pas nécessairement la capitale : c'est une ville quelconque.
