Je n’ai pourtant pas commandé cela et je n’y ai jamais pensé. En faisant des choses aussi horribles, ils ont entraîné au mal le peuple de Juda.

Ce que je ne leur avais point commandé : voir 7.30-31.

Pour faire pécher Juda. Ces mots prouvent que les reproches renfermés dans ces versets s'adressent surtout aux chefs du peuple, tels qu'Achaz et Manassé qui avaient entraîné celui-ci à toutes ces abominations.
